• Means of Capacity Building would comprise of both training and non-training interventions as enunciated in the following figure:
  • Theoretically speaking, capacity building would need to be visualised in terms of intellectual capacity (which implies capacity to think, reflect and analyse reality independently and in pursuit of self-defined purposes); institutional capacity (which implies procedures, systems, structure, staffing, decision-making, transparency and accountability, planning, implementation and monitoring, and also mechanisms for building linkages with others); and material capacity (which includes material resources like physical assets, funds, systems and procedure to mobilise revenues and access and control over physical and natural resources and infrastructure). Thus in the broader context, capacity building would mean and include a totality of inputs needed by the functionaries of PRIs and their support institutions to perform their assigned responsibilities more effectively and efficiently and to improve the quality of services expected from them. Capacity building interventions for them would address attainment of adequate knowledge, overall awareness, appropriate attitude, adequate skills and self-confidence following adult learning principles and would include themes like motivation, commitment, values, emotions, selfconfidence etc.
  • Based on the above understanding, capacity of the functionaries of PRIs and their support institutions would be built on a wide range of training and non-training interventions including:
    (a) Structured, semi-structured and un-structured training processes (to be held in training institutions and other organisations having training facilities) which would include training, workshop, brainstorming, focussed group discussion, team work, field work, neighbourhood level interaction, participatory appraisals, structured meetings etc.
    (b) Audio-video based distance learning sessions transacted from the central teaching end, transmitted through satellite-based TDCC network (2-way video 2-way audio system set up in each ZP and ETC and 1-way video 2-way audio system set up in each PS) and facilitated at the learning end.
    (c) On-job hand-holding support to the functionaries.
    (d) Exposure visits to the sites of best practices in and outside districts.
    (e) Educational literature and IEC materials which include development and utilisation of appropriate learning materials, booklets, handbooks, audio-visual outputs like video film, recorded programme etc. on a wide range of subjects covering various aspects of institutional strengthening of PRIs, social development issues, self-help development, employment generation and expansion of livelihoods opportunities.
    (f) Strategic campaign & communication which would include weekly radio, preparation and use of audio-visual materials like audio cassettes, video films; messages through print media including advertisements in newspapers; messages through unconventional media including wall writing, banners, posters, letters to households etc.; messages through folk media including street drama, song, dance, puppet show etc.; competitive events with school children and the like (most of these leading to dissemination of information and generation of awareness among masses).
  • At present there is a District Taraining Center at Bilkuli, Chandannagore, Hooghly. Panchayat District Training Center is comming up at the office premises of Dhoniakhali Block & Panchayat Samity.
